Revelstoke Short-Term Rental Update: Proposed Changes Going Before Council September 8, 2026

The City of Revelstoke has provided an important update regarding its ongoing Short-Term Rental (STR) regulatory review, with proposed amendments scheduled to go before Council on September 8, 2026.

For current vacation rental homeowners, operators, and those considering purchasing an investment property in Revelstoke, these proposed changes provide further clarity around the future direction of short-term rental regulations within the City.

Most notably, the proposed policy confirms the City’s current position not to opt into British Columbia’s Provincial Principal Residence Requirement.

What Is Being Proposed?

Following Council direction provided on June 16, 2026, the City has drafted amendments to its Business Licensing Bylaw and Policy DS-23 – Short Term Rental and Bed & Breakfast Policy.

The proposed changes include:

1. Introduction of a Three-Strike Rule

The City is proposing a three-strike enforcement system for licensed short-term rentals.

Where founded bylaw infractions occur, repeated violations could ultimately result in Council considering the revocation of the property’s business licence for a prescribed period of time.

For responsible operators, this reinforces the importance of professional property management, guest communication, occupancy compliance, parking management, and proactive monitoring of vacation rental properties.

2. Parking Must Be Included in STR Advertising

Short-Term Rental and Bed & Breakfast operators would be required to clearly advertise the approved minimum number of parking spaces available at the property.

This means parking information will need to be accurately represented across vacation rental listings and advertising.

For professionally managed properties, ensuring listing information remains consistent with the property’s approved licence and City requirements will become increasingly important.

3. Revelstoke’s Position on the Provincial Principal Residence Requirement

One of the most significant updates for Revelstoke’s vacation rental market is the proposed amendment to City policy confirming that it is the City’s position to not opt into the Provincial Principal Residence Requirement under British Columbia’s Short-Term Rental Accommodations Act.

The policy would also establish a formal process that must be followed if the City considers opting into the Provincial Principal Residence Requirement in the future.

This provides additional clarity for existing STR homeowners and investors regarding the City’s current regulatory direction.

It is important to note that this does not remove existing zoning, business licensing, strata, or other regulatory requirements that may apply to individual properties.

4. Future STR Regulatory Reviews

The City is also proposing to establish requirements around how future reviews of Revelstoke’s Short-Term Rental regulations must be undertaken.

Creating a defined review process should provide greater transparency around how potential future regulatory changes are considered.
